VISION & MISSION: 

The University College of the Cayman Islands (UCCI) aims to provide higher learning that contributes to the Cayman Islands and global societies by advancing knowledge and developing innovative graduates through educational, cultural, and social institutions activities. Through its strategic partnership with RESEMBID, it will be supported in this mission by creating sustainable human development efforts in Resilience, Sustainable Energy, and Marine Biodiversity. 

BACKGROUND INFORMATION: 

RESEMBID has committed to funding a 12-month programme that supports the sustainable human development efforts of the Caribbean Overseas Countries and Territories (OCTs), which includes the Cayman Islands. The University College of the Cayman Islands intends to serve as a model of a sustainable campus and will improve public environmental education and awareness of sustainability.

The conversion from traditional energy sources to sustainable energy and conservation management is a pressing issue throughout the Caribbean. UCCI wishes to position itself as a key player in leading the change.

UCCI will move toward leading sustainability efforts in the region by developing a sustainability plan with the expected outcome of responsible resource consumption and improved use of renewable energy technologies among the campus and its students. The project outputs would be:

  • A Comprehensive Environmental Sustainability Plan (CESP), including an American Society of Heating, Refrigeration and Air-Conditioning Engineers (ASHRAE) level 2 energy audit.
  • The introduction of energy efficiency measures in 5 buildings on the campus, including Sir Vassel Hall.
  • A max installed 150 kW DC solar array is established for Sir Vassel Hall, which also acts as a hurricane shelter.
  • The UCCI campus is established as a Living Laboratory, monitoring energy and environmental parameters, including air, water, and energy.

Education awareness for Students and the public in sustainable energy knowledge and environmentally friendly practices and methodologies provided.

Project Scope: 

The project will involve procuring an ASHRAE Level 2 Energy Audit as part of a larger Sustainability Plan for UCCI. The scope of the project includes the following:

  • Conduct an ASHRAE Level 2 Energy Audit for UCCI facilities, including the main campus.
  • Develop a comprehensive report outlining energy-saving opportunities and recommendations, including implementation costs and potential energy savings.

Project Deliverables:

  • ASHRAE Level 2 Energy Audit Report
  • Eleven (11) buildings audited
  • Implementation Plan outlining specific energy-saving measures and timelines.

Qualifications: 

The consultant must have the following qualifications:

  • Experience conducting ASHRAE Level 2 Energy Audits for similar institutions.
  • Knowledge of energy-efficient technologies and practices.
  • Knowledge of local building codes and regulations.
  • Familiarity with the Cayman Islands energy landscape would be a plus.

Project Timeline:

The project will be divided into the following phases:

Pre-Audit Stage

  •  Reviewing building plans, equipment lists and other pertinent documents. 
  • Conducting an initial meeting with the university to discuss audit goals and objectives.
  • Coordinating site visits with the university.

Energy Audit Stage

  • Conducting a walk-through of the facility, including all energy-consuming systems and identifying potential energy conservation measures (ECMs). 
  • Collecting energy data and monitoring systems to identify any issues or inefficiencies. 
  • Identifying potential ECMs, including those with high savings potential and those with low implementation costs.
  • Preparing an initial report detailing energy usage and identifying potential ECMs.

Analysis and Report Stage

  • Conducting a more detailed analysis of the energy data and ECMs identified in the initial report. 
  • Prioritizing the potential ECMs based on feasibility, cost-effectiveness, and expected energy savings.
  • Developing a detailed implementation plan for the highest priority ECMs.
  • Preparing a final report that includes all findings, recommended ECMs, implementation plan, and estimated energy savings. e. Presenting the final report to the university.

Follow-Up Stage

  • Providing support to the university during the implementation phase, including guidance monitoring equipment and progress.
  • Conducting a post-implementation evaluation to ensure that expected energy savings have been achieved.
  • Providing recommendations for further energy efficiency improvements.

Proposal Requirements: 

The proposal should include the following:

Technical Proposal

  • Description of the consultant’s approach to conducting the ASHRAE Level 2 Energy Audit
  • Description of the consultant’s experience conducting ASHRAE Level 2 Energy Audit
  • Proposed project work plan and timeline.

Proposal Cost

  • A detailed breakdown of costs for conducting the ASHRAE Level 2 Energy Audit
  • An itemized list of expenses, including travel and lodging costs

Evaluation Criteria

  • Demonstrated experience conducting ASHRAE Level 2 Energy Audits 
  • Technical approach and proposed project work plan
  • Cost competitiveness
  • Knowledge of local building codes and regulations
  • Knowledge of energy-efficient technologies and practices
