Requirements of Job

This post reports to the President, is the Chief Academic Officer of the University, serves as the Dean of the Faculty, and is responsible for the formulation and implementation of all academic planning and policy. The position guides the allocation of resources to ensure that learning and instruction remain vibrant, relevant, and rigorous and celebrates the academic standards of the University’s accrediting bodies. The Provost will serve as a principal advisor to the President and will be a member of the Corporate Management Team (CMT).

Knowledge, Skills and Abilities

  • A doctorate degree in education or related field;
  • 10 years of progressively responsible leadership experience, or relevant experience in a four-year accredited institution or the equivalent;
  • Experience as an administrator in four-year tertiary institutions which hold institutional; accreditation from an internationally respected accrediting body including the US and UK;
  • Record of building strategic educational alliances with the private and public sectors including healthcare, tourism, education, financial services, logistics, finance and technology;
  • Proven record of fundraising;
  • Experience with program and institutional accreditation;
  • Experience in developing international educational partnerships;
  • Experience in Technology enabled teaching and learning;
  • Knowledge of Education of traditional and adult students;
  • Knowledge of Enrolment management and retention.
  • Knowledge of college educational philosophy and top management administrative practices and procedures.
  • Knowledge of college curricula and instructional programs.
  • Knowledge of the goals, objectives, structure, and operations of major college institutions.
  • Knowledge and skill in communicating effectively, utilizing public relations principles and practices.
  • Knowledge of college policies and procedures.
  • Knowledge of technological systems as they apply to instructional, administrative, and workplace needs.
  • Strategic planning skills to effect change in a multi-cultural environment.

The Provost must possess a progressive record of increasing academic leadership and a distinguished record of teaching, scholarly achievement, and professional; accomplishments sufficient to qualify for appointment at the rank of Associate Professor in one of the university’s academic programs. 

Responsibilities

  • Supervises all academic programmes and academic support services;
  • Provides forward-thinking, collaborative leadership consistent with the mission of the University;
  • Oversees the development of effective teaching and learning and compliance with university policies and accreditation requirements;
  • Ensures the development of educational policy, assessment, academic staffing, academic program reviews, course and programme offerings, technology-enabled teaching and learning, academic strategic planning, and fiscal management of academic programs;
  • Demonstrates innovative and effective leadership in advancing academic excellence at the University;
  • Articulates a clear vision for academic programs, the development of an academic plan and advocates for faculty needs.

Accountabilities Specific to the Role

Educational Leadership

  • Provides leadership, direction and supervision to students and faculty.
  • Participates in the development and implementation of the University College’s policies, procedures, guidelines, and other college-wide initiatives.
  • Facilitates the development, review, and revision of academic curricula and assures their quality, relevancy, and cost-effectiveness.

Student Affairs

  • Monitors student performance, both academic and student-life, and ensures that students are adequately advised for completion of their academicprogrammes.
  • Directs and leads students engaged in transfer, occupational and continuing education, professional programs, research, executive training and related activities.
  • Ensures that the programmes offered by the Civil Service College and Cayman Brac are both appropriate and relevant.

Management

  • Recommends, maintains, and monitors fiscal resources to support the delivery of educational initiatives.

Quality Assurance and Accreditation

  • Promotes partnerships with constituents in the external educational, professional, and business communities.
  • Articulates with other educational institutions and the local community and ensures active advisory committees to meet workforce development needs.
  • Monitors compliance with local, regional, and specialized accreditation standards.

Consultation/Communication

  • Works with the Deans, Department Heads, and other staff to assure that college-wide institutional needs are met.
  • Promotes an environment supportive of the University College’s mission and vision, student-centred services, and teaching excellence.

Faculty/Staff Affairs

  • Promotes the professional development of faculty and related staff.
  • Participates in mediating faculty and student issues, grievances, and appeals.
  • Provides academic oversight of the B.Sc. in Nursing Program.
  • Coordinates with Deans, Chief financial officer, Department Chairs, Learning Resource Centre, and other departments of responsibility to support the course scheduling and faculty assignment process.
  • Implements and monitors the Faculty Evaluation regime.
  • Ensures that contractual agreements are fulfilled according to applicable provisions of the negotiated faculty and staff of other departments of responsibility.
  • Participates in and oversees the selection, hiring, and other personnel decisions associated with academic faculty and staff of other departments of responsibility.

Leadership in Research, Projects, and Consultancy

  • Promotes an environment for faculty engagement in research and project initiatives.

Other Accountabilities

  • Ensure compliance with employment policies, procedures, the University College Law, and the Freedom of Information Law.
  • Advise the President on matters relating to the University College’s administrative policies, procedures, and guidelines.
  • Provide advice to the UCCI’s Hurricane/Disaster Emergency Committee.
  • Teach a limited course load, as determined by the President.
  • Such other duties as may be assigned to him by the Board pursuant to the University College Law (2012 Revision) Section 17.

Delegation of President’s Management Duties

  • The President may delegate his responsibilities to the Provost in accordance with the Public Authorities Law, 2017 Section 32(1).
  • In the event of the absence or inability to act of the President and if the Board has not appointed an acting chief executive officer under the Public Authorities Law, 2017 Section 31 (3), the VP & Provost will discharge the President’s duties during the period of his or her absence or inability and shall perform such other duties as may be assigned to the VP & Provost by the Board or the President.
  • For greater certainty the President’s management duties are set out in the University College Law (2012 Revision) Section 16(2) and the Public Authorities Law, 2017 Section 31.
  • For greater certainty, the President’s management duties do not include assuming governance positions held by the office of President.

Compensation

  • KYD $112,740 - $147,912 per annum. (salary grade E)
  • Medical, pension and five (5) weeks annual leave
